<p>At the invitation of the Arab Council for Childhood and Development (1), Prof. Hossam Badrawi participated today in an important workshop organized by the Council entitled “The Digital World and the Culture of the Arab Child” by giving the keynote speech at the workshop in the presence of a large number of public figures and education experts in Egypt and the Arab world<br />
Dr. Badrawi indicated during his inspiring speech that digital transformation and the rapid spread of information and communication technology has become a reality, casting a shadow on children in all their different age stages and on their upbringing culturally, educationally and socially, which requires all educational institutions, preparation and preparation to enable Arab children to be able to deal with This transformation, according to the requirements of the Fourth Industrial Revolution.<br />

The workshop was inaugurated by Dr. Hassan Al-Bilawi, Secretary-General of the Arab Council for Childhood and Development, and was attended by a group of thinkers and experts in the fields of childhood and digital technology, representatives of relevant organizations nationally, regionally and internationally, as well as the media and children.<br />

<p style="text-align: left;">I saw that when I was a young man when President Gamal Abdel Nasser died, I lived it when President Anwar Sadat was assassinated, and I heard it with my own ears in my dialogue with President Mubarak, who told me that his exit from power would mean either the rule of the Brotherhood or the army taking over all powers. For the truth, I do not question the patriotism of any of them, but staying in power without a clear term deepens this idea and proves it in the conscience.</p>
<p style="text-align: left;">Another young man said: Is this a special situation for Egypt only?</p>
<p style="text-align: left;">I said: No, it is a general situation, and that in this situation that has occurred and is possible to repeat in Egypt and in other countries that have recently moved to democratic systems, the most important question is raised: Where lies the protective deterrent that ensures the righteousness, stability and sustainability of democracy? How can it be applied in our country?</p>
<p style="text-align: left;">In the West, deep-rooted traditions have taken root in protecting the autonomy of the individual, his rights and his dignity from coercion, whatever its source, whether by the state, the church, or even the majority of society, within a framework that protects the rights and liberties of minorities, because it is based on a marriage between democracy, freedom and order.</p>
<p style="text-align: left;">As for us, these axioms are still unstable within the framework of an educational and cultural system that does not develop this trend, nor does it make it stable in the societal conscience.</p>
<p style="text-align: left;">In our country, there is no clear institutional framework that prevents those who sit on the throne of power, even if they come with a free and fair popular will, or any government that comes within the framework of a real parliamentary majority, from crossing the bridge using the election box, and then to staying in power, under the pretext of public interest and stability, within the framework of an ideological view Especially, or fear of chaos, or a grouping of local, regional or international interests, or a religious framework that imposes on society a specific culture and prevents pluralism and citizenship.</p>
<p style="text-align: left;">I remind everyone that the constitution “the father of laws” was created to organize life in the state, and its role as a reference that society agreed upon grows when conflict occurs between factions. In moments of disagreement and revolutions, during which the most organized, the strongest financed, and the loudest are riding, the constitutional reference is greater and more important. However, when we are going through this moment, we are accustomed to dropping the reference and canceling the constitution, and the fate of the nation is in the hands of the owner of matters in this historical snapshot.</p>

Everyone is in conflict, a sense of inalienable rights, intolerance and controversy, inability to make decisions, chaos, and then the loss of rights.</p>
<p style="text-align: left;">It is true that freedom is the guarantee, but it is not represented by chaos, but rather by order. Freedom needs guidelines and sometimes restrictions.. The real security of freedom depends on the strength of some protective walls that protect it.. This is what produced modern liberal democracy through the accumulation of years in the West.. <p style="text-align: left;">This is something we cannot wait for in our country for long.</p>
<p style="text-align: left;">We must restore the balance between democracy, freedom and the need for order, as democratic societies need new equipment and accompanying guiding features to address the problems and conditions of the current era.</p>
<p style="text-align: left;">This begins, without hesitation, with justice and the firm application of the law without selectivity, and to think of the law as the wise ruling restrictions that make citizens free within the framework of the freedom of the whole society, stemming from a constitution that is actually respected by the ruler and the ruled.</p>

<p style="text-align: left;">5- Capacity building and readiness for entrepreneurship.</p>
<p style="text-align: left;">6- Attention to health and a healthy lifestyle.</p>
<p style="text-align: left;">7- Sports (exercise and fun).</p>
<p style="text-align: left;">8- Community participation and volunteer work.</p>
<p style="text-align: left;">9- Inclusion and involvement of youth in politics and governance.</p>
<p style="text-align: left;">10- Respect the principles of equal opportunities, based on competence, merit and positive work values.</p>
<p style="text-align: left;">11- Communicating with the outside world and increasing competitiveness.</p>
<p style="text-align: left;">The young philosopher said: So, Your Honor, you say that the most important stage available to the state in influencing young people is while they are in school and university, because after that they get lost in a larger and broader society.</p>

<p>At the invitation of the Tahrir Lounge of the Goethe-Institut in Cairo, Dr. Hossam Badrawi participated as an arbitrator in launching the new competition for the Egypt Debating Club as part of the club’s program that started last year. 										<content:encoded><![CDATA[<p>Maat Foundation begins procedures for preparing a strategic framework for improving and protecting human rights conditions.</p>
<p>In conjunction with the International Human Rights Day, and against the background of the end of the presentation of Egypt’s file before the Universal Periodic Review in November 2019, the Maat Foundation for Peace, Development and Human Rights hosted the “first high-level expert meeting” to discuss and launch the strategic framework for improving the human rights situation in Egypt in light of the review’s recommendations Universal League (2020-2024).<br />
This comes in implementation of what the Maat Foundation pledged during its symposium held on the sidelines of the meetings of the Universal Periodic Review Mechanism in Geneva, through the symposium held at United Nations Headquarters on November 14, 2019.<br />
A selected group of thinkers, public figures, human rights experts, union leaders and parliamentarians participated in the meeting with the aim of reviewing and discussing the recommendations made to Egypt during the universal periodic review session held at the United Nations headquarters in Geneva on November 13, 2019, and discussing the draft strategic framework for improving and protecting human rights conditions, which is based on To the recommendations made to Egypt, and takes into account the opportunities, challenges and constitutional, cultural, economic and social contexts.<br />
The participants emphasized that the consensus on preparing and implementing a national strategy to improve and protect the human rights situation in Egypt during the current stage is the responsibility not only of the government, but that the forces of civil society, thought and opinion leaders, and parliament must play a pivotal role in this. Therefore, the Maat Foundation for Peace and Development Human Rights seeks to contribute to this by providing a participatory platform for all these parties, regardless of their political and ideological affiliations, in the context of a positive and constructive national dialogue process that adheres to realism, is ambitious and is open to all concerned national institutions.<br />
It is worth mentioning that the meeting ended with the formation of a founding committee comprising a group of legal experts, parliamentarians and public figures.<br />

<p>I said: I am not the one who calls for a modern civil state, but all the people have agreed on a constitution that begins with this phrase: “We are now writing a constitution to complete the construction of a modern democratic state with a civil government.” Separation of powers, balancing them, correlating responsibility with authority, and respecting human rights and freedoms, in the manner set out in the Constitution. This is the premise of the constitution, and its fifth article, which was approved by the Egyptian people by an overwhelming majority in 2014, and neither this introduction nor the fifth article were subject to amendments in 2019 as happened to others. The constitution is our reference in managing and preserving Egypt.</p>
<p>The educated young woman said: What is the civil state that you and the constitution mean? And her colleague said: Why do we want a civil state in the first place, and why do we call it this name, which makes it in contrast to the religious state or the military state, which raises sensitivities without meaning?</p>
<p>I said: The modern civil state has a government that preserves and protects all members of society regardless of their national, religious or intellectual affiliations. The other and equality in rights and duties, as it guarantees the rights of all citizens, not as a gift from the ruler, but as a right of his duty to preserve it. The authority of the state is through law-enforced mechanisms that individuals resort to when their rights are violated or threatened with violation. The state is the one who applies the law and prevents the parties from applying forms of punishment themselves.</p>
<p>One of the principles of the civil state is trust in the various processes of contracting and exchange. The civil state has no arbitrariness or breach of contracts in favor of one group over another. The civil state is characterized by equal opportunities between citizens and institutions on declared bases, as well as faith and the application of the principle of citizenship, which means that an individual is not known by his profession, religion, territory, money or authority, but is defined by a social legal definition as a citizen, meaning that he is a member of society with rights and duties . It is equal to all citizens.</p>
<p>Among the most important principles of the civil state is that it is not established by mixing religion with politics, nor does it antagonize or reject religion. Rather, religion remains in the civil state a factor in building morals and creating energy for work, achievement and progress. What the civil state rejects is the use of religion to achieve political goals, as this is inconsistent with the principle of pluralism upon which the civil state is based, and this matter may be considered one of the most important factors that transform religion into a controversial and controversial subject and interpretations that may distance it from the world of holiness and enter it into the world of interests narrow mundane.</p>
<p>The civil state is also characterized by the principle of respect for the law and democracy, which in essence prevents the state from being forcibly taken by an individual, an elite, a family, or an ideological tendency, and power is transferred in it within a framework of individual freedom of expression, candidacy and election, and all its institutions are placed within the scope of accountability, and a balance The executive, supervisory and judicial authorities in it, so no authority penetrates over another. As for why we want civil government with the definition I mentioned, this is because the alternation of power, the oversight of state institutions, and the balance between powers, is the protector of individuals and their rights mentioned in the constitution. The possibility of devolving power puts every ruler before the moment when he leaves the government and the account of the masses. Yes, there are dictatorial regimes that have achieved developmental breakthroughs, but they are the exception, and the utopia of the just dictator, who, despite his perpetual rule, is not consumed by the intoxication of power and does not think that he is above the law, is unstable.</p>
<p>Their colleague said: So, which system of government that achieves this is a good system of government?</p>
<p>I said yes.</p>
<p>Another said: What is the opposite of the modern civil state?</p>
<p>I said: The opposite of civil rule is religious rule, which uses religion and belief to achieve political powers, and does not recognize citizenship except for those who owe their religion. It is a dictatorship armed with religion.</p>
<p>The other opposite is the dictatorial regime, which is armed with a humane ideology imposed on the people, as was the communist regime, which failed and collapsed and fell.</p>
<p>And the third opposite is any dictatorial regime that armed with intimidation of the people to impose the will of a group of them to rule.</p>
<p>The three have one thing in common, which is that power is not transferred peacefully in this country except through revolutions, coups, demolitions and assassinations.</p>
<p>The educated young woman said: Do you avoid talking about the military state, Doctor?</p>
<p>I said: No, my daughter, the definition of military rule is not of my own making. It is the rule in which the military take over all powers, and stop the civil laws or subject them to their control. It is an exceptional system that countries resort to in the event of emergency crises and disruption of security, and in which a state of emergency is decided permanently until the danger is removed from the country, and in which the executive authority is granted broad powers until security and stability return to the country.</p>

<p>The danger is that over time, the argument for staying in power and stopping the transfer of power becomes linked to the absence or inefficiency of an alternative, which is the natural result of the marginalization of civil state institutions.</p>
<p>Society often loses confidence in civil institutions, and a feeling and certainty is generated that civil society is lax without a system, and is not fit to run the country.</p>
<p>All or some of this may happen in a country, and events may lead to it, but history says that all dictatorial regimes, no matter how accomplished in moments &#8211; as someone who builds a sand castle on the beach &#8211; often ends in violations of freedoms, coups, wars, revolutions or assassinations. It destroys what has been accomplished, and brings the country back to zero again.</p>

<p>I said: The only way to sustain the success of any system of government is clarity of vision, allowing the accumulation of experiences, and the transfer of power. My children, I am a man of optimistic genetics, and I see in people the best of them, and our youth and our people have a lot that can build the future, and they have accumulated experiences that can make construction sustainable.</p>

The children and youth of the Muslim Youth School in the city of Benha presented before him the first simulation model of the House of Representatives to demand raising the level of the Arabic language in Egyptian schools under the auspices of Major General Abdel Hamid Al-Hagan, Governor of Qalyubia, and the supervision of the Directorate of Education Counselor Hamdi Abu El-Enein, Chairman of the Board of Directors of the Muslim Youth Association, Mustafa Farag, the legal representative of the schools and association, Atef Salama, deputy director of the Education Directorate, Abdel Rahman Fath Al-Bab, Director General of the Benha Educational Administration, Dr. Ibrahim Rajeh, representing Benha University, and a number of professors and experts of the Arabic language at the university.</p>
<p>The model, which included representatives of the Parliament, the government and the relevant ministries, discussed a request for briefing from the student, Alla Taher, about “the decline and decline in the performance of the Arabic language and the impact of this on the identity of society and citizenship.” Speaking colloquial in schools, the media, and universities has become a general phenomenon, in addition to the use of foreign names on shops and institutions, the absence of theatrical performances in the classical language, the reluctance to refuse to use them in teaching applied and pure sciences in universities, and the low general level among young people, which affected the Egyptian identity, demanding the enactment of legislation criminalizing the abuse of the Arabic language.</p>
<p>While the representative of the government and the ministers concerned in the model pledged to place the new legislation, if issued, within the pillars of Egypt’s Vision 2030, and to stress that the Arabic language should be the mother tongue in speaking and studying in schools through the use of classical.</p>
<p>Dr. Hossam Badrawi commended the model, stressing that the model&#8217;s activities are comparable to the real sessions of the House of Representatives and reveal the presence of a promising new generation, and children and youth insisted on photographing with him after he sat on his knees among them.</p>
