Professor Dr. Hossam Badrawi, renowned intellectual, physician, and political figure, participated in the annual scientific conference of the Faculty of Medicine at Kasr Al-Ainy \u2013 Cairo University, held under the theme \u201cTowards an Innovative Medical Society.\u201d The conference took place from May 26 to 29, 2025, under the patronage of the Minister of Higher Education and Scientific Research, and was supervised by Prof. Dr. Sami Abdel Sadek, President of Cairo University, and Prof. Dr. Hossam Salah, Dean of the Faculty of Medicine.<\/p>\n

Dr. Badrawi took part in a distinguished session titled \u201cBrain Drain vs. Brain Circulation,\u201d<\/strong> held on Wednesday, May 28, from 12 to 1 PM, alongside a select group of academics including Dr. Ashraf Hatim, Dr. Hesham El Miniawy, and Dr. Sherif Haqi, with moderation by Dr. Omar Azzam. The session saw a large attendance of medical professors, students, and individuals interested in healthcare development.<\/p>\n

\nLadies and Gentlemen,
\nWe\u2019ve long spoken of brain drain<\/em> \u2014 the loss of our best doctors, scientists, and creatives to the outside world \u2014 a term laced with pain and frustration.<\/p>\n

But in this globalized world, I invite you to rethink<\/em> the concept.
\nWhat if migration isn\u2019t a loss, but a cycle? What if those who leave can still return, connect, or support from afar?<\/p>\n

The question is no longer: Do they leave?<\/em>
\nBut rather: Do they return? Do they stay connected? Do they make an impact?<\/em><\/p>\n

\n

2. The Shortage of Doctors \u2014 Globally and Locally<\/strong>
\nThe World Health Organization forecasts a global shortage of over 11 million healthcare workers<\/strong> by 2030 \u2014 developing countries being the hardest hit.<\/p>\n

In Egypt<\/strong>, we have 8.6 doctors per 10,000 people<\/strong>, compared to a global average of 23.
\nOut of 220,000 registered doctors, more than 120,000 are working abroad<\/strong>.
\nIn 2023 alone<\/strong>, 7,000 Egyptian doctors left the country.<\/p>\n

Why?<\/strong><\/p>\n

    \n
  • Low salaries<\/li>\n
  • Difficult work environments<\/li>\n
  • Lack of research opportunities
    \nWhile abroad offers:<\/li>\n
  • Better facilities<\/li>\n
  • Advanced training<\/li>\n
  • Broader career prospects<\/li>\n<\/ul>\n

    3. Brain Circulation \u2013 A Smarter Approach<\/strong>
    \nLet\u2019s look at India and China<\/strong> \u2014 returnees established universities, research centers, and tech companies.<\/p>\n

    In Egypt, our doctors abroad contribute through:<\/p>\n

      \n
    • Telemedicine<\/strong><\/li>\n
    • Training new doctors<\/strong> (as seen during the COVID-19 pandemic)<\/li>\n
    • Health policy advising<\/strong> and development support<\/li>\n<\/ul>\n

      This is what we call \u201cBrain Circulation\u201d<\/strong> \u2014 a mutual exchange of knowledge, humanity, and science that benefits all.<\/p>\n

      \n

      4. Knowledge Remittances \u2013 An Intangible Asset<\/strong>
      \nWhen we hear \u201cremittances,\u201d we think of money. But there\u2019s something even more valuable: knowledge remittances<\/strong>.<\/p>\n

      Our doctors abroad don\u2019t just send money \u2014 they send:<\/p>\n

        \n
      • Ways of thinking<\/li>\n
      • Professional ethics<\/li>\n
      • Educational models<\/li>\n<\/ul>\n

        They don\u2019t just build clinics \u2014 they build people.<\/strong><\/p>\n

        5. Role of Institutions \u2013 Global Doctors with Local Roots<\/strong>
        \nMedical schools should redefine their missions:
        \nNot just to graduate local doctors<\/em>, but to raise globally competent doctors<\/strong> rooted in their homeland.<\/p>\n

        How?<\/strong><\/p>\n

        • Visiting professor programs<\/li>\n
        • Joint research with global institutions<\/li>\n
        • Virtual exchanges between students and faculty<\/li>\n<\/ul>\n

          Here, the state\u2019s role is crucial \u2014 to fund, honor, and support those who link science to their homeland.<\/p>\n

          6. From Restriction to Smart Circulation<\/strong>
          \nInstead of restricting migration, let\u2019s ask:
          \nWhat makes a doctor choose to stay, return, or contribute from abroad?<\/p>\n

          My philosophy is simple:
          \nAttract, don\u2019t restrict.<\/strong><\/p>\n

          • Improve infrastructure<\/li>\n
          • Offer competitive salaries<\/li>\n
          • Create dual-degree programs within Egypt<\/li>\n
          • Encourage smart partnerships:\n

            • Overseas fellowships followed by return opportunities<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

              \u201cWhen brain circulation is smartly designed, it becomes an investment, not a loss.\u201d<\/strong><\/p>\n

He was against extending the state of emergency and objected to the National Democratic Party's unilateral constitutional amendments during the January 25, 2011 revolution. He played a very important political role when he defended, from the very first beginning of the revolution, the demonstrators' right to call for their demands. He called on the government to listen and respond to their demands. Consequently and due to Dr. Badrawi's popularity, Mubarak appointed him as the NDP Secretary General thus replacing the members of the Bureau of the Commission. During that time, Dr. Badrawi expressed his political opinion to Mubarak that he had to step down. He had to resign from the party after 5 days of his appointment on February 10 when he declared his political disagreement with the political leadership in dealing with the demonstrators who called for handing the power to the Muslim Brotherhood. Therefore, from the very first moment his stance was clear by rejecting a religion-based state which he considered as aiming to limit the Egyptians down to one trend. He considered deposed president Mohamed Morsi's decision to bring back the People's Assembly as a reinforcement of the US-supported dictatorship. He was among the first to denounce the incursion of Morsi's authority over the judicial authority, condemning the Brotherhood militias' blockade of the Supreme Constitutional Court. As a politician, Dr. Hossam Badrawi was known for his independent stances. His integrity won the consensus of all people from various political trends. During the era of former president Hosni Mubarak he was called The Rationalist in the National Democratic Party NDP because his political calls and demands were consistent to a great extent with calls for political and democratic reform in Egypt. He was against extending the state of emergency and objected to the National Democratic Party's unilateral constitutional amendments during the January 25, 2011 revolution. He played a very important political role when he defended, from the very first beginning of the revolution, the demonstrators' right to call for their demands. He called on the government to listen and respond to their demands. Consequently and due to Dr. Badrawi's popularity, Mubarak appointed him as the NDP Secretary General thus replacing the members of the Bureau of the Commission. During that time, Dr. Badrawi expressed his political opinion to Mubarak that he had to step down. He had to resign from the party after 5 days of his appointment on February 10 when he declared his political disagreement with the political leadership in dealing with the demonstrators who called for handing the power to the Muslim Brotherhood. Therefore, from the very first moment his stance was clear by rejecting a religion-based state which he considered as aiming to limit the Egyptians down to one trend. He considered deposed president Mohamed Morsi's decision to bring back the People's Assembly as a reinforcement of the US-supported dictatorship. He was among the first to denounce the incursion of Morsi's authority over the judicial authority, condemning the Brotherhood militias' blockade of the Supreme Constitutional Court.
