What do we expect from it, and for it? We may imagine that the answers are obvious to everyone \u2014 but they are not, even among some specialists.<\/p>\n<p data-start=\"410\" data-end=\"991\">Higher education has multiple benefits, all of which converge on one truth: it is the locomotive of development in any society. It is not a reactive form of education that simply responds to job-market conditions, unemployment rates, or the state of a particular profession at a specific moment in time. Rather, it is the kind of education that outlines the features of the future, and builds people capable of creating development \u2014 not merely filling gaps in current needs. It builds the human who creates opportunities and realizes them, not just the one who benefits from them.<\/p>\n<p data-start=\"993\" data-end=\"1151\">Here arises a crucial question:<br data-start=\"1024\" data-end=\"1027\" \/><em data-start=\"1027\" data-end=\"1151\">Are universities merely providers of an educational service, or are they builders of modernity and makers of civilization?<\/em><\/p>\n<p data-start=\"1153\" data-end=\"1259\">The next, more dangerous question is: <em data-start=\"1191\" data-end=\"1259\">How do universities die \u2014 and how can we prevent their slow death?<\/em><\/p>\n<p data-start=\"1261\" data-end=\"1797\">Every university needs to \u201creproduce,\u201d \u201cspread,\u201d and \u201cevolve,\u201d while also understanding the reasons behind change as well as the reasons behind maintaining traditions. To do this, the university must question what it has inherited and test the different patterns of thought present in society. The university must also take the risk of presenting what is unexpected to societies that prefer keeping things as they are \u2014 societies that even resist renewal and change in order to preserve the familiar status quo, regardless of its flaws.<\/p>\n<p data-start=\"1799\" data-end=\"2061\">Universities embody processes of change. Their role in society is to innovate and absorb the new, to transmit and produce knowledge, and to harmonize between knowledge and how it is acquired and used in the present, while preparing for the demands of the future.<\/p>\n<p data-start=\"2063\" data-end=\"2298\">Based on this, the role of academic institutions becomes clearer in research, teaching, and supporting all societal activities through their ability to <em data-start=\"2215\" data-end=\"2226\">challenge<\/em> (the critical dimension) and <em data-start=\"2256\" data-end=\"2264\">affirm<\/em> (the commitment to social needs).<\/p>\n<hr data-start=\"2300\" data-end=\"2303\" \/>\n<h3 data-start=\"2305\" data-end=\"2344\"><strong data-start=\"2309\" data-end=\"2344\">The Functions of the University<\/strong><\/h3>\n<p data-start=\"2346\" data-end=\"2632\">The Magna Charta Observatory uses a model to understand how reform balances coherence and adaptation in higher education. It assumes that everywhere, universities aim to fulfill four goals: <strong data-start=\"2536\" data-end=\"2574\">welfare, order, meaning, and truth<\/strong>. These goals together form the reason universities exist.<\/p>\n<p data-start=\"2634\" data-end=\"2964\"><strong data-start=\"2634\" data-end=\"2649\">1. Welfare:<\/strong><br data-start=\"2649\" data-end=\"2652\" \/>The university promotes the welfare of society either by preparing its students to integrate constructively into the job market \u2014 through acquiring knowledge and skills that enable progress and development \u2014 or by enhancing its capacity for research and innovation to strengthen the economic power of the nation.<\/p>\n<p data-start=\"2966\" data-end=\"3304\"><strong data-start=\"2966\" data-end=\"2986\">2. Social Order:<\/strong><br data-start=\"2986\" data-end=\"2989\" \/>The university helps society become a \u201ccoherent community,\u201d where groups share common references, and where knowledge, science, and technical skills serve the collective good. This requires shaping the skills and knowledge necessary for civic integration, teaching them, and adapting them to current societal needs.<\/p>\n<p data-start=\"3306\" data-end=\"3546\">Higher education also defines the \u201cqualifications\u201d of individuals. Its degrees become passports to respected positions with appropriate pay across the social hierarchy. Universities are the main source for structuring higher qualifications.<\/p>\n<p data-start=\"3548\" data-end=\"3859\"><strong data-start=\"3548\" data-end=\"3563\">3. Meaning:<\/strong><br data-start=\"3563\" data-end=\"3566\" \/>On the level of meaning, the university examines the foundational assumptions of life as understood by society. It studies old and new worldviews, revisits accepted intellectual references, and reorganizes knowledge according to new and diverse standards \u2014 intellectual, ethical, or aesthetic.<\/p>\n<p data-start=\"3861\" data-end=\"4149\">Enriching meaning requires comprehensive knowledge of diverse perspectives, questioning assumptions, and reorganizing our understanding of the world accordingly. This enables universities to point toward possible reforms in society \u2014 the foundation of any civilizational leap for nations.<\/p>\n<p data-start=\"4151\" data-end=\"4478\"><strong data-start=\"4151\" data-end=\"4164\">4. Truth:<\/strong><br data-start=\"4164\" data-end=\"4167\" \/>In the pursuit of truth, the university explores the unknown as part of the natural order to which humanity belongs. The goal is not merely to break down walls of ignorance, but to deeply question humanity\u2019s understanding of the surrounding universe. Searching for truth is central to the university\u2019s function.<\/p>\n<hr data-start=\"4480\" data-end=\"4483\" \/>\n<h3 data-start=\"4485\" data-end=\"4542\"><strong data-start=\"4489\" data-end=\"4542\">Modernization: The Essential Task of Universities<\/strong><\/h3>\n<p data-start=\"4544\" data-end=\"4762\">Modernization is the primary mission assigned to universities in developing societies, just as it was assigned to universities in advanced economies. This goal encompasses all four university functions mentioned above.<\/p>\n<p data-start=\"4764\" data-end=\"5112\">To define modernity and understand the transformations that drive social change and scientific development, universities \u2014 as essential institutions of the nation and cornerstones of cultural advancement \u2014 must survey the environment in which they operate and understand the complexities of potential change.<br data-start=\"5072\" data-end=\"5075\" \/>(This requires <strong data-start=\"5090\" data-end=\"5110\">academic freedom<\/strong>.)<\/p>\n<p data-start=\"5114\" data-end=\"5307\">Universities must also articulate their vision regarding their responsibilities in this transformation, and determine how best to use their assets.<br data-start=\"5261\" data-end=\"5264\" \/>(This requires <strong data-start=\"5279\" data-end=\"5305\">institutional autonomy<\/strong>.)<\/p>\n<p data-start=\"5309\" data-end=\"5486\">Practically, this means identifying medium-term strategies that lead to institutional policies which can be tested, measured, and verified.<br data-start=\"5448\" data-end=\"5451\" \/>(This requires <strong data-start=\"5466\" data-end=\"5484\">accountability<\/strong>.)<\/p>\n<hr data-start=\"5488\" data-end=\"5491\" \/>\n<h3 data-start=\"5493\" data-end=\"5544\"><strong data-start=\"5497\" data-end=\"5544\">The Challenge of the Present and the Future<\/strong><\/h3>\n<p data-start=\"5546\" data-end=\"5901\">Considering what the Trump administration is doing in its clashes with the world\u2019s top universities \u2014 imposing political views upon them \u2014 and what governments in developing countries do through intervention and control over universities, the contemporary university finds itself in a phase of radical transformation that threatens its symbolic existence.<\/p>\n<p data-start=\"5903\" data-end=\"6161\">Market logic, quantitative metrics, militarized administration, and governmental intrusion have reshaped the structure of the university and redefined the relationship between scholars and their work, the university and society, and research and its purpose.<\/p>\n<p data-start=\"6163\" data-end=\"6382\">This global crisis reflects similar fractures in universities across both the Global North and Global South, making the study of the future of the university not only an academic necessity \u2014 but a political one as well.<\/p>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>What are the purposes that higher education is meant to fulfill in any nation? He was against extending the state of emergency and objected to the National Democratic Party's unilateral constitutional amendments during the January 25, 2011 revolution. He played a very important political role when he defended, from the very first beginning of the revolution, the demonstrators' right to call for their demands. He called on the government to listen and respond to their demands. Consequently and due to Dr. Badrawi's popularity, Mubarak appointed him as the NDP Secretary General thus replacing the members of the Bureau of the Commission. During that time, Dr. Badrawi expressed his political opinion to Mubarak that he had to step down. He had to resign from the party after 5 days of his appointment on February 10 when he declared his political disagreement with the political leadership in dealing with the demonstrators who called for handing the power to the Muslim Brotherhood. Therefore, from the very first moment his stance was clear by rejecting a religion-based state which he considered as aiming to limit the Egyptians down to one trend. He considered deposed president Mohamed Morsi's decision to bring back the People's Assembly as a reinforcement of the US-supported dictatorship. He was among the first to denounce the incursion of Morsi's authority over the judicial authority, condemning the Brotherhood militias' blockade of the Supreme Constitutional Court. As a politician, Dr. Hossam Badrawi was known for his independent stances. His integrity won the consensus of all people from various political trends. During the era of former president Hosni Mubarak he was called The Rationalist in the National Democratic Party NDP because his political calls and demands were consistent to a great extent with calls for political and democratic reform in Egypt. He was against extending the state of emergency and objected to the National Democratic Party's unilateral constitutional amendments during the January 25, 2011 revolution. He played a very important political role when he defended, from the very first beginning of the revolution, the demonstrators' right to call for their demands. He called on the government to listen and respond to their demands. Consequently and due to Dr. Badrawi's popularity, Mubarak appointed him as the NDP Secretary General thus replacing the members of the Bureau of the Commission. During that time, Dr. Badrawi expressed his political opinion to Mubarak that he had to step down. He had to resign from the party after 5 days of his appointment on February 10 when he declared his political disagreement with the political leadership in dealing with the demonstrators who called for handing the power to the Muslim Brotherhood. Therefore, from the very first moment his stance was clear by rejecting a religion-based state which he considered as aiming to limit the Egyptians down to one trend. He considered deposed president Mohamed Morsi's decision to bring back the People's Assembly as a reinforcement of the US-supported dictatorship. He was among the first to denounce the incursion of Morsi's authority over the judicial authority, condemning the Brotherhood militias' blockade of the Supreme Constitutional Court.
