vision for correcting the path and saving the legislative legitimacy in Egypt.<\/p>\n<p data-start=\"308\" data-end=\"751\">Egypt is heading toward the 2026 House of Representatives elections burdened with a silent political crisis \u2014 one that everyone knows exists, and everyone simultaneously ignores.<br data-start=\"486\" data-end=\"489\" \/>A crisis not limited to voting procedures or the structure of the electoral system, but to legitimacy itself: the legitimacy of representation, the legitimacy of participation, and the legitimacy of the state when its institutions are emptied of their substance.<\/p>\n<p data-start=\"753\" data-end=\"874\">The nature of the impasse is straightforward: <strong data-start=\"799\" data-end=\"874\">elections without competition, and a parliament without representation.<\/strong><\/p>\n<p data-start=\"876\" data-end=\"1015\">On paper, we have a constitution, an electoral law, and a parliamentary election every five years.<br data-start=\"974\" data-end=\"977\" \/>But in reality, the scene is inverted:<\/p>\n<ul data-start=\"1017\" data-end=\"1362\">\n<li data-start=\"1017\" data-end=\"1121\">\n<p data-start=\"1019\" data-end=\"1121\">The <em data-start=\"1023\" data-end=\"1045\">closed absolute list<\/em> has become, in practice, a disguised appointment for half the parliament.<\/p>\n<\/li>\n<li data-start=\"1122\" data-end=\"1184\">\n<p data-start=\"1124\" data-end=\"1184\">There is only one list \u2014 prepared by security authorities.<\/p>\n<\/li>\n<li data-start=\"1185\" data-end=\"1306\">\n<p data-start=\"1187\" data-end=\"1306\">Anyone seeking to join it may be asked to pay millions of pounds, with no clear source or destination for this money.<\/p>\n<\/li>\n<li data-start=\"1307\" data-end=\"1362\">\n<p data-start=\"1309\" data-end=\"1362\">No competitors, no real choice, no meaningful voting.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1364\" data-end=\"1426\"><strong data-start=\"1364\" data-end=\"1426\">The individual-candidate system has also lost its essence.<\/strong><\/p>\n<ul data-start=\"1428\" data-end=\"1724\">\n<li data-start=\"1428\" data-end=\"1513\">\n<p data-start=\"1430\" data-end=\"1513\">Candidates do not enter the race without the approval of the executive authority.<\/p>\n<\/li>\n<li data-start=\"1514\" data-end=\"1628\">\n<p data-start=\"1516\" data-end=\"1628\">Districts are so large that they destroy any meaningful relationship between voters and their representatives.<\/p>\n<\/li>\n<li data-start=\"1629\" data-end=\"1724\">\n<p data-start=\"1631\" data-end=\"1724\">In many cases, any candidate attempting to run without prior permission is simply eliminated.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1726\" data-end=\"1858\"><strong data-start=\"1726\" data-end=\"1776\">Constitutional compliance is nearly impossible<\/strong> because the current constitution imposes almost unworkable conditions on parties:<\/p>\n<ul data-start=\"1860\" data-end=\"2072\">\n<li data-start=\"1860\" data-end=\"1940\">\n<p data-start=\"1862\" data-end=\"1940\">Mandatory quotas for women, youth, Christians, and people with disabilities.<\/p>\n<\/li>\n<li data-start=\"1941\" data-end=\"2072\">\n<p data-start=\"1943\" data-end=\"2072\">Complex arrangements that make it impossible for real national party lists to form unless the executive authority is behind them.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2074\" data-end=\"2381\">With this setup, we are heading toward a parliament whose half is effectively appointed via a single list, and the other half is shaped for pre-selected names to \u201ccompete\u201d for.<br data-start=\"2250\" data-end=\"2253\" \/>The result is an institution that lacks representational legitimacy, legislative capacity, and the courage to provide oversight.<\/p>\n<p data-start=\"2383\" data-end=\"2443\"><strong data-start=\"2383\" data-end=\"2443\">This is a state-level crisis, not just an electoral one.<\/strong><\/p>\n<hr data-start=\"2445\" data-end=\"2448\" \/>\n<h2 data-start=\"2450\" data-end=\"2478\"><strong data-start=\"2453\" data-end=\"2478\">What is the solution?<\/strong><\/h2>\n<p data-start=\"2480\" data-end=\"2663\">If we want to confront reality, the solution cannot come from \u201cimproving procedures\u201d or \u201cenhancing oversight,\u201d because the root of the crisis lies in the rules of the game themselves.<\/p>\n<p data-start=\"2665\" data-end=\"2721\">Therefore, the logical \u2014 and perhaps only \u2014 solution is:<\/p>\n<h2 data-start=\"2723\" data-end=\"2781\"><strong data-start=\"2726\" data-end=\"2781\">\u2192 Suspend the elections for six months to one year.<\/strong><\/h2>\n<p data-start=\"2783\" data-end=\"2874\">This is not a suspension of democracy, but a protection of democracy from deadly formalism.<\/p>\n<p data-start=\"2876\" data-end=\"3004\">Extend the current parliament\u2019s term from January to June 2026 through an exceptional constitutional decision, with the goal of:<\/p>\n<ol data-start=\"3006\" data-end=\"3227\">\n<li data-start=\"3006\" data-end=\"3058\">\n<p data-start=\"3009\" data-end=\"3058\">Allowing time to redesign the electoral system.<\/p>\n<\/li>\n<li data-start=\"3059\" data-end=\"3129\">\n<p data-start=\"3062\" data-end=\"3129\">Avoiding predetermined elections that serve no national interest.<\/p>\n<\/li>\n<li data-start=\"3130\" data-end=\"3227\">\n<p data-start=\"3133\" data-end=\"3227\">Preserving state stability instead of producing a powerless parliament for another five years.<\/p>\n<\/li>\n<\/ol>\n<hr data-start=\"3229\" data-end=\"3232\" \/>\n<h2 data-start=\"3234\" data-end=\"3275\"><strong data-start=\"3237\" data-end=\"3275\">Required constitutional amendments<\/strong><\/h2>\n<p data-start=\"3277\" data-end=\"3312\">The necessary amendments are clear:<\/p>\n<h3 data-start=\"3314\" data-end=\"3359\"><strong data-start=\"3318\" data-end=\"3357\">A. Abolish the closed absolute list<\/strong><\/h3>\n<p data-start=\"3360\" data-end=\"3548\">Replace it with a <em data-start=\"3378\" data-end=\"3404\">proportional list system<\/em> \u2014 open or semi-closed.<br data-start=\"3427\" data-end=\"3430\" \/>This is the model used in most democratic systems and provides more balanced representation while preventing monopoly.<\/p>\n<h3 data-start=\"3550\" data-end=\"3595\"><strong data-start=\"3554\" data-end=\"3593\">B. Abolish or ease mandatory quotas<\/strong><\/h3>\n<p data-start=\"3596\" data-end=\"3919\">A constitution cannot force political parties to include fixed percentages of women, youth, Christians, or people with disabilities in every list.<br data-start=\"3742\" data-end=\"3745\" \/>These well-intentioned quotas actually make it impossible to form genuine party lists.<br data-start=\"3831\" data-end=\"3834\" \/>They should be replaced with incentive-based rules or optional guideline percentages.<\/p>\n<h3 data-start=\"3921\" data-end=\"3961\"><strong data-start=\"3925\" data-end=\"3959\">C. Redraw individual districts<\/strong><\/h3>\n<p data-start=\"3962\" data-end=\"4120\">Districts must be resized so MPs can reconnect with voters in a natural way, instead of the massive districts that currently strip the process of its meaning.<\/p>\n<hr data-start=\"4122\" data-end=\"4125\" \/>\n<h2 data-start=\"4127\" data-end=\"4169\"><strong data-start=\"4130\" data-end=\"4169\">This requires a national referendum<\/strong><\/h2>\n<p data-start=\"4171\" data-end=\"4314\">Any amendment affecting the structure of the legislative authority must be put to a popular referendum, according to the Egyptian constitution.<\/p>\n<p data-start=\"4316\" data-end=\"4327\">This means:<\/p>\n<ol data-start=\"4329\" data-end=\"4498\">\n<li data-start=\"4329\" data-end=\"4354\">\n<p data-start=\"4332\" data-end=\"4354\">Draft the amendment.<\/p>\n<\/li>\n<li data-start=\"4355\" data-end=\"4402\">\n<p data-start=\"4358\" data-end=\"4402\">Conduct public and political consultation.<\/p>\n<\/li>\n<li data-start=\"4403\" data-end=\"4449\">\n<p data-start=\"4406\" data-end=\"4449\">Present it in a referendum in early 2026.<\/p>\n<\/li>\n<li data-start=\"4450\" data-end=\"4498\">\n<p data-start=\"4453\" data-end=\"4498\">Hold new parliamentary elections in mid-2026.<\/p>\n<\/li>\n<\/ol>\n<hr data-start=\"4500\" data-end=\"4503\" \/>\n<h2 data-start=\"4505\" data-end=\"4581\"><strong data-start=\"4508\" data-end=\"4581\">Key constitutional questions: Who has the right to extend parliament?<\/strong><\/h2>\n<p data-start=\"4583\" data-end=\"4751\">Can parliament\u2019s term be constitutionally extended?<br data-start=\"4634\" data-end=\"4637\" \/><strong data-start=\"4637\" data-end=\"4751\">Yes \u2014 but only through a direct constitutional amendment specifying the duration and purpose of the extension.<\/strong><\/p>\n<p data-start=\"4753\" data-end=\"4849\">So who has the authority to propose constitutional amendments?<br data-start=\"4815\" data-end=\"4818\" \/>Under the current constitution:<\/p>\n<ul data-start=\"4851\" data-end=\"4940\">\n<li data-start=\"4851\" data-end=\"4892\">\n<p data-start=\"4853\" data-end=\"4892\">The <strong data-start=\"4857\" data-end=\"4886\">President of the Republic<\/strong>, or<\/p>\n<\/li>\n<li data-start=\"4893\" data-end=\"4940\">\n<p data-start=\"4895\" data-end=\"4940\"><strong data-start=\"4895\" data-end=\"4940\">One-fifth of the House of Representatives<\/strong><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"4942\" data-end=\"5063\">Either may request amendments.<br data-start=\"4972\" data-end=\"4975\" \/>They are then discussed in parliament and submitted to a public referendum for approval.<\/p>\n<h3 data-start=\"5065\" data-end=\"5142\"><strong data-start=\"5069\" data-end=\"5140\">Does the president have unilateral authority to postpone elections?<\/strong><\/h3>\n<p data-start=\"5143\" data-end=\"5321\"><strong data-start=\"5143\" data-end=\"5150\">No.<\/strong><br data-start=\"5150\" data-end=\"5153\" \/>Postponement or extension requires a new constitutional text.<br data-start=\"5214\" data-end=\"5217\" \/>The deadline for holding elections is constitutionally binding and cannot be exceeded without amendment.<\/p>\n<h3 data-start=\"5323\" data-end=\"5381\"><strong data-start=\"5327\" data-end=\"5379\">Can parliament be extended without a referendum?<\/strong><\/h3>\n<p data-start=\"5382\" data-end=\"5495\"><strong data-start=\"5382\" data-end=\"5389\">No.<\/strong><br data-start=\"5389\" data-end=\"5392\" \/>Any change to the parliamentary term requires a constitutional amendment \u2014 and therefore, a referendum.<\/p>\n<hr data-start=\"5497\" data-end=\"5500\" \/>\n<h2 data-start=\"5502\" data-end=\"5565\"><strong data-start=\"5505\" data-end=\"5565\">Why is this solution the least costly and most rational?<\/strong><\/h2>\n<p data-start=\"5567\" data-end=\"5594\">Because the alternative is:<\/p>\n<ul data-start=\"5596\" data-end=\"5859\">\n<li data-start=\"5596\" data-end=\"5683\">\n<p data-start=\"5598\" data-end=\"5683\">Producing a parliament lacking legitimacy and effectiveness for another five years.<\/p>\n<\/li>\n<li data-start=\"5684\" data-end=\"5726\">\n<p data-start=\"5686\" data-end=\"5726\">Suffocating political life completely.<\/p>\n<\/li>\n<li data-start=\"5727\" data-end=\"5802\">\n<p data-start=\"5729\" data-end=\"5802\">Deepening the disconnect between the legislative authority and society.<\/p>\n<\/li>\n<li data-start=\"5803\" data-end=\"5859\">\n<p data-start=\"5805\" data-end=\"5859\">Inviting medium-term political and social instability.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"5861\" data-end=\"5900\">Whereas the proposed solution achieves:<\/p>\n<ul data-start=\"5902\" data-end=\"6173\">\n<li data-start=\"5902\" data-end=\"5974\">\n<p data-start=\"5904\" data-end=\"5974\">Respect for the constitution through a transparent public amendment.<\/p>\n<\/li>\n<li data-start=\"5975\" data-end=\"6036\">\n<p data-start=\"5977\" data-end=\"6036\">Reconstruction of political life on workable foundations.<\/p>\n<\/li>\n<li data-start=\"6037\" data-end=\"6110\">\n<p data-start=\"6039\" data-end=\"6110\">Social participation in determining the shape of the next parliament.<\/p>\n<\/li>\n<li data-start=\"6111\" data-end=\"6173\">\n<p data-start=\"6113\" data-end=\"6173\">Protection of the state from a long-term institutional trap.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"6175\" data-end=\"6226\">Reform must come <strong data-start=\"6192\" data-end=\"6226\">before collapse, not after it.<\/strong><\/p>\n<p data-start=\"6228\" data-end=\"6361\">The aim is not to paralyze state institutions, but to save them.<br data-start=\"6292\" data-end=\"6295\" \/>Not to empty elections of meaning, but to restore meaning to them.<\/p>\n<p data-start=\"6363\" data-end=\"6561\">Democracy is not a box where we place ballots, but a social contract in which citizens feel their voices matter and their representatives truly speak for them \u2014 not for other parties or authorities.<\/p>\n<p data-start=\"6563\" data-end=\"6730\">Extending parliament six months and rebuilding the electoral system through a clear constitutional amendment is not a luxury.<br data-start=\"6688\" data-end=\"6691\" \/><strong data-start=\"6691\" data-end=\"6730\">It is an urgent national necessity.<\/strong><\/p>\n<p data-start=\"6732\" data-end=\"6902\">The next parliament will not be a five-year formality \u2014 it will be a pillar of balance in a state that needs all its tools to navigate the coming phase safely and wisely.<\/p>\n<hr data-start=\"6904\" data-end=\"6907\" \/>\n<h2 data-start=\"6909\" data-end=\"7009\"><strong data-start=\"6912\" data-end=\"7009\">Now the hardest question: Can such an urgent constitutional amendment be passed within weeks?<\/strong><\/h2>\n<p data-start=\"7011\" data-end=\"7400\">Superficial elections harm the image of the state and magnify external pressure.<br data-start=\"7091\" data-end=\"7094\" \/>In this environment, even small crises can escalate into systemic ones.<br data-start=\"7165\" data-end=\"7168\" \/>The absence of institutional balance and the separation between the state and society leads to silent tension and the erosion of a shared national identity \u2014 and the dangerous perception that <em data-start=\"7360\" data-end=\"7400\">\u201cthe security apparatus is the state.\u201d<\/em><\/p>\n<p data-start=\"7402\" data-end=\"7466\">These are not political risks;<br data-start=\"7432\" data-end=\"7435\" \/><strong data-start=\"7435\" data-end=\"7466\">they are existential risks.<\/strong><\/p>\n<hr data-start=\"7468\" data-end=\"7471\" \/>\n<h2 data-start=\"7473\" data-end=\"7493\"><strong data-start=\"7476\" data-end=\"7493\">Final outcome<\/strong><\/h2>\n<p data-start=\"7495\" data-end=\"7582\">If we ignore this crisis, the state will stand on one leg \u2014 shaking at the first shock:<\/p>\n<ul data-start=\"7584\" data-end=\"7663\">\n<li data-start=\"7584\" data-end=\"7613\">\n<p data-start=\"7586\" data-end=\"7613\">Without a real parliament<\/p>\n<\/li>\n<li data-start=\"7614\" data-end=\"7636\">\n<p data-start=\"7616\" data-end=\"7636\">Without legitimacy<\/p>\n<\/li>\n<li data-start=\"7637\" data-end=\"7663\">\n<p data-start=\"7639\" data-end=\"7663\">Without political safety<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"7665\" data-end=\"7723\"><strong data-start=\"7665\" data-end=\"7723\">O God, bear witness, for I have delivered the He had to resign from the party after 5 days of his appointment on February 10 when he declared his political disagreement with the political leadership in dealing with the demonstrators who called for handing the power to the Muslim Brotherhood. Therefore, from the very first moment his stance was clear by rejecting a religion-based state which he considered as aiming to limit the Egyptians down to one trend. He considered deposed president Mohamed Morsi's decision to bring back the People's Assembly as a reinforcement of the US-supported dictatorship.
