{"id":13260,"date":"2025-12-09T22:19:10","date_gmt":"2025-12-09T20:19:10","guid":{"rendered":"https:\/\/www.hossambadrawi.com\/en\/?p=13260"},"modified":"2025-12-10T22:21:15","modified_gmt":"2025-12-10T20:21:15","slug":"hossam-badrawi-writes-for-al-hurriya-the-dilemma-of-democracy-between-idea-and-reality","status":"publish","type":"post","link":"https:\/\/www.hossambadrawi.com\/en\/hossam-badrawi-writes-for-al-hurriya-the-dilemma-of-democracy-between-idea-and-reality\/","title":{"rendered":"Hossam Badrawi writes for Al-Hurriya: The Dilemma of Democracy Between Idea and Reality"},"content":{"rendered":"<p data-start=\"248\" data-end=\"388\">Egypt \u2013 like many countries in the region \u2013 is living a complex dilemma regarding the model of governance most suitable for its renaissance:<\/p>\n<p data-start=\"390\" data-end=\"563\">Is it the rule of a strong individual capable of decisiveness and achievement?<br data-start=\"468\" data-end=\"471\" \/>Or rule by the people through mechanisms of participation, oversight, and rotation of power?<\/p>\n<p data-start=\"565\" data-end=\"792\">These questions seem modern, but in reality they are deeply rooted in political philosophy since Plato and Aristotle, who feared \u201crule of the masses\u201d and saw unrestrained democracy as a path that ends in chaos and then tyranny.<\/p>\n<p data-start=\"794\" data-end=\"1043\">In <em data-start=\"797\" data-end=\"811\">The Republic<\/em>, Plato believed that democracy allows crowds \u2014 unprepared intellectually and morally \u2014 to make decisions, where passion overrides wisdom, populists rise, and eventually a tyrant emerges who promises everything and delivers nothing.<\/p>\n<p data-start=\"1045\" data-end=\"1135\">Therefore, he called for the rule of a \u201cwise elite\u201d capable of discerning the public good.<\/p>\n<p data-start=\"1137\" data-end=\"1386\">Aristotle proposed a mixed system balancing various powers. He was less severe than Plato, but he also warned that the best system is one of moderation: one combining people\u2019s participation with leadership by the more educated and experienced elite.<\/p>\n<p data-start=\"1388\" data-end=\"1594\">In other words, democracy should not be left without restraints, but rather surrounded by institutions that prevent it from sliding into majority tyranny or mob rule \u2014 which ultimately ends in dictatorship.<\/p>\n<p data-start=\"1596\" data-end=\"1786\">Historical Egyptian experience points to achievements under individual leadership. Modern Egyptian history shows that major transformational projects were often tied to strong personalities.<\/p>\n<p data-start=\"1788\" data-end=\"1974\">Mohamed Ali founded the modern state through strict centralization, and major national projects \u2014 industry, army, education \u2014 were often led by individuals with wide executive authority.<\/p>\n<p data-start=\"1976\" data-end=\"2238\">From Khedive Ismail to Gamal Abdel Nasser and Sadat, Egypt\u2019s modernization projects were linked to leaders with strong executive power capable of decisive action. Even in ancient civilizations, the pharaoh or leader was the main driver of renaissance or decline.<\/p>\n<p data-start=\"2240\" data-end=\"2390\">These experiences lead some to believe that Egypt only rises under a strong leader, and that democracy slows decisiveness and opens the door to chaos.<\/p>\n<p data-start=\"2392\" data-end=\"2542\">However, this model also showed the absence of genuine popular participation, weak oversight, and institutional fragility whenever leadership changed.<\/p>\n<p data-start=\"2544\" data-end=\"2816\">Historically, the idea of the \u201cleader\u201d or the \u201cinspiring figure\u201d became associated with national renaissance in Egyptian and Arab collective consciousness \u2014 perhaps due to external conflicts and urgent development needs \u2014 making society prefer decisiveness over pluralism.<\/p>\n<p data-start=\"2818\" data-end=\"2973\">But according to modern political studies, achievements tied to individual leadership are usually short-lived unless supported by independent institutions.<\/p>\n<p data-start=\"2975\" data-end=\"3264\">The truth is that global history attributes all major accomplishments to individuals who led their societies and armies \u2014 yet the countries that achieved <em data-start=\"3129\" data-end=\"3140\">sustained<\/em> renaissance \u2014 South Korea, Singapore, Germany, Japan \u2014 relied on strong institutions more than on strong individuals alone.<\/p>\n<p data-start=\"3266\" data-end=\"3524\">Real achievement lies not in the presence of an inspiring leader, but in:<br data-start=\"3339\" data-end=\"3342\" \/><strong data-start=\"3342\" data-end=\"3383\">institutions that monitor and balance<\/strong>, and<br data-start=\"3388\" data-end=\"3391\" \/><strong data-start=\"3391\" data-end=\"3443\">stable rules that prevent concentration of power<\/strong>,<br data-start=\"3444\" data-end=\"3447\" \/>within a system that holds rulers accountable, no matter how strong they are.<\/p>\n<p data-start=\"3526\" data-end=\"3615\">A leader may begin as a reformer and end as a tyrant simply because the system allows it.<\/p>\n<p data-start=\"3617\" data-end=\"3865\">Egypt\u2019s challenge lies between the \u201cphilosophy of the individual\u201d and the \u201cwisdom of institutions.\u201d Egyptians want a strong state, fast achievements, security, and stability \u2014 and at the same time want participation, freedom, and rotation of power.<\/p>\n<p data-start=\"3867\" data-end=\"3928\">So how can an individual rule without becoming authoritarian?<\/p>\n<p data-start=\"3930\" data-end=\"4016\">This is the core question that concerns me, and it is central to any political theory.<\/p>\n<p data-start=\"4018\" data-end=\"4361\">The solution is not to prevent the individual from having power, but to define mechanisms that prevent that power from turning into tyranny \u2014 such as separation of powers, limited terms in office, genuine elections that allow change, a media capable of criticism, independent judiciary, and a political life that allows alternatives to emerge.<\/p>\n<p data-start=\"4363\" data-end=\"4493\">These are not slogans, but safety valves preventing authoritarianism even under a strong leader \u2014 without doubting his intentions.<\/p>\n<p data-start=\"4495\" data-end=\"4696\">The issue is not \u201cfull democracy or nothing,\u201d but how to build an Egyptian model combining administrative competence and state strength with public participation while shielding the country from chaos.<\/p>\n<p data-start=\"4698\" data-end=\"4755\">The key is the possibility of peaceful rotation of power.<\/p>\n<p data-start=\"4757\" data-end=\"5015\">This model cannot be a copy of Western democracies, nor a repetition of past centralization, but rather a gradual, disciplined democracy based on institutions and raising the level of citizen awareness so that people become participants, not mere recipients.<\/p>\n<p data-start=\"5017\" data-end=\"5335\">The Egyptian experience after 2011 witnessed waves of change and attempts at democratic transition. The January 25 Revolution in 2011 was a turning point in modern Egyptian political history, reopening the question of political legitimacy, the limits of individual power, and the role of the people in decision-making.<\/p>\n<p data-start=\"5337\" data-end=\"5559\">The political trajectory after the revolution exposed deep complexities related to the structure of the Egyptian state, its relationship with society, and the nature of the organized forces capable of managing transitions.<\/p>\n<p data-start=\"5561\" data-end=\"5799\">Egypt saw, in the two years following January 2011, unprecedented openness in the public sphere: freedom of expression, emergence of new parties, wide youth participation, and societal debate on the role of the state and the constitution.<\/p>\n<p data-start=\"5801\" data-end=\"5908\">But lack of political experience and weak party infrastructure created a vacuum in organizing popular will.<\/p>\n<p data-start=\"5910\" data-end=\"6210\">Democratic transition failed due to poor governance, ideological exclusivity, and marginalization of anything non-Ikhwani \u2014 followed by military elite governance, which was a temporary necessity to avert chaos, but rotation of power remains essential for lasting stability and cumulative development.<\/p>\n<p data-start=\"6212\" data-end=\"6372\">Mass protests erupted against the Muslim Brotherhood\u2019s rule, and the army intervened to remove the president, returning authority to central state institutions.<\/p>\n<p data-start=\"6374\" data-end=\"6683\">The lessons of Egypt\u2019s 2011 experience show that unorganized participation can turn into chaos, and strong centralization can achieve progress without ensuring sustainability. The optimal model is a balance between state strength and popular legitimacy through strong institutions and clear rotation of power.<\/p>\n<p data-start=\"6685\" data-end=\"6844\">The challenge of democracy in Egypt is not a battle between \u201cindividual\u201d and \u201cpeople,\u201d but between a system based on institutions and one based on individuals.<\/p>\n<p data-start=\"6846\" data-end=\"6929\">The ancient philosophical question of Plato and Aristotle returns powerfully today:<\/p>\n<p data-start=\"6931\" data-end=\"7090\">How do we give people a role in governance without turning them into a mob?<br data-start=\"7006\" data-end=\"7009\" \/>And how do we give the leader strong authority without turning him into a tyrant?<\/p>\n<p data-start=\"7092\" data-end=\"7144\">The answer has been the same for thousands of years:<\/p>\n<p data-start=\"7146\" data-end=\"7235\"><strong data-start=\"7146\" data-end=\"7235\">Balance of powers, rotation of authority, and institutions stronger than individuals.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Egypt \u2013 like many countries in the region \u2013 is living a complex dilemma regarding the model of governance most suitable for its renaissance: Is it the rule of a strong individual capable of decisiveness and achievement?Or rule by the people through mechanisms of participation, oversight, and rotation of power? He was against extending the state of emergency and objected to the National Democratic Party's unilateral constitutional amendments during the January 25, 2011 revolution. He played a very important political role when he defended, from the very first beginning of the revolution, the demonstrators' right to call for their demands. He called on the government to listen and respond to their demands. Consequently and due to Dr. Badrawi's popularity, Mubarak appointed him as the NDP Secretary General thus replacing the members of the Bureau of the Commission. During that time, Dr. Badrawi expressed his political opinion to Mubarak that he had to step down. He had to resign from the party after 5 days of his appointment on February 10 when he declared his political disagreement with the political leadership in dealing with the demonstrators who called for handing the power to the Muslim Brotherhood. Therefore, from the very first moment his stance was clear by rejecting a religion-based state which he considered as aiming to limit the Egyptians down to one trend. He considered deposed president Mohamed Morsi's decision to bring back the People's Assembly as a reinforcement of the US-supported dictatorship. He was among the first to denounce the incursion of Morsi's authority over the judicial authority, condemning the Brotherhood militias' blockade of the Supreme Constitutional Court. During the era of former president Hosni Mubarak he was called The Rationalist in the National Democratic Party NDP because his political calls and demands were consistent to a great extent with calls for political and democratic reform in Egypt. He was against extending the state of emergency and objected to the National Democratic Party's unilateral constitutional amendments during the January 25, 2011 revolution. He played a very important political role when he defended, from the very first beginning of the revolution, the demonstrators' right to call for their demands. He called on the government to listen and respond to their demands. Consequently and due to Dr. Badrawi's popularity, Mubarak appointed him as the NDP Secretary General thus replacing the members of the Bureau of the Commission. During that time, Dr. Badrawi expressed his political opinion to Mubarak that he had to step down. He had to resign from the party after 5 days of his appointment on February 10 when he declared his political disagreement with the political leadership in dealing with the demonstrators who called for handing the power to the Muslim Brotherhood. Therefore, from the very first moment his stance was clear by rejecting a religion-based state which he considered as aiming to limit the Egyptians down to one trend. He considered deposed president Mohamed Morsi's decision to bring back the People's Assembly as a reinforcement of the US-supported dictatorship. He was among the first to denounce the incursion of Morsi's authority over the judicial authority, condemning the Brotherhood militias' blockade of the Supreme Constitutional Court.
