are.<\/p>\n<p data-start=\"311\" data-end=\"409\">It is your ability to excel in your skills or work so that you become a better choice than others.<\/p>\n<p data-start=\"411\" data-end=\"524\">It is the ability to perform tasks with high quality, in the shortest time, at the lowest cost\u2014at the right time.<\/p>\n<hr data-start=\"526\" data-end=\"529\" \/>\n<p data-start=\"531\" data-end=\"582\"><strong data-start=\"531\" data-end=\"582\">The elements of competitiveness are well known.<\/strong><\/p>\n<p data-start=\"584\" data-end=\"629\">Any \u201ccompetitive\u201d entity typically possesses:<\/p>\n<ul data-start=\"631\" data-end=\"754\">\n<li data-section-id=\"1r8ntcb\" data-start=\"631\" data-end=\"647\">High quality<\/li>\n<li data-section-id=\"mcgngg\" data-start=\"648\" data-end=\"677\">Efficiency in performance<\/li>\n<li data-section-id=\"o6pn4g\" data-start=\"678\" data-end=\"719\">Continuous innovation and development<\/li>\n<li data-section-id=\"1q5pn5h\" data-start=\"720\" data-end=\"754\">The ability to adapt to change<\/li>\n<\/ul>\n<hr data-start=\"756\" data-end=\"759\" \/>\n<p data-start=\"761\" data-end=\"810\">Competitiveness is not built in an annual report,<\/p>\n<p data-start=\"812\" data-end=\"840\">but in every daily decision:<\/p>\n<ul data-start=\"842\" data-end=\"987\">\n<li data-section-id=\"757ge0\" data-start=\"842\" data-end=\"890\">When a process is simplified\u2026 or complicated<\/li>\n<li data-section-id=\"1jlg18g\" data-start=\"891\" data-end=\"938\">When a product is rewarded\u2026 or marginalized<\/li>\n<li data-section-id=\"gk27ty\" data-start=\"939\" data-end=\"987\">When opportunities are opened\u2026 or restricted<\/li>\n<\/ul>\n<p data-start=\"989\" data-end=\"1050\">It is a culture of a state, not merely an economic indicator.<\/p>\n<hr data-start=\"1052\" data-end=\"1055\" \/>\n<p data-start=\"1057\" data-end=\"1124\">This is why competitiveness cannot improve in an environment where:<\/p>\n<ul data-start=\"1126\" data-end=\"1260\">\n<li data-section-id=\"1hjh1z4\" data-start=\"1126\" data-end=\"1152\">Procedures are complex<\/li>\n<li data-section-id=\"6wnhrj\" data-start=\"1153\" data-end=\"1180\">Decision-making is slow<\/li>\n<li data-section-id=\"170gb3k\" data-start=\"1181\" data-end=\"1211\">Risk-taking is discouraged<\/li>\n<li data-section-id=\"1vz5mq\" data-start=\"1212\" data-end=\"1260\">Exceptional success is viewed with suspicion<\/li>\n<\/ul>\n<hr data-start=\"1262\" data-end=\"1265\" \/>\n<p data-start=\"1267\" data-end=\"1335\">In my view, the Egyptian state struggles between intent and control.<\/p>\n<p data-start=\"1337\" data-end=\"1440\">The state often declares its support for the private sector, yet in practice, the key question remains:<\/p>\n<p data-start=\"1442\" data-end=\"1486\">Does the state trust society and the market?<\/p>\n<p data-start=\"1488\" data-end=\"1537\">Or does it seek to manage and fully control them?<\/p>\n<hr data-start=\"1539\" data-end=\"1542\" \/>\n<p data-start=\"1544\" data-end=\"1621\">Competitiveness does not grow in an environment dominated by a single player,<\/p>\n<p data-start=\"1623\" data-end=\"1670\">but in one that is open, fair, and predictable.<\/p>\n<p data-start=\"1672\" data-end=\"1701\">Here lies the real challenge:<\/p>\n<p data-start=\"1703\" data-end=\"1764\">Transitioning from a mindset of control to one of regulation.<\/p>\n<hr data-start=\"1766\" data-end=\"1769\" \/>\n<p data-start=\"1771\" data-end=\"1826\">Political will may exist, and directives may be issued,<\/p>\n<p data-start=\"1828\" data-end=\"1890\">but without deep institutional reform, results remain limited.<\/p>\n<p data-start=\"1892\" data-end=\"1900\">Because:<\/p>\n<ul data-start=\"1902\" data-end=\"2035\">\n<li data-section-id=\"1u0zbex\" data-start=\"1902\" data-end=\"1932\">Bureaucracy resists change<\/li>\n<li data-section-id=\"xkvl8m\" data-start=\"1933\" data-end=\"1975\">Established interests fear competition<\/li>\n<li data-section-id=\"1pgsoal\" data-start=\"1976\" data-end=\"2035\">Administrative culture tends to preserve the status quo<\/li>\n<\/ul>\n<hr data-start=\"2037\" data-end=\"2040\" \/>\n<p data-start=\"2042\" data-end=\"2094\">Therefore, real change requires more than decisions\u2026<\/p>\n<p data-start=\"2096\" data-end=\"2146\">It requires rebuilding the way institutions think.<\/p>\n<hr data-start=\"2148\" data-end=\"2151\" \/>\n<p data-start=\"2153\" data-end=\"2213\"><strong data-start=\"2153\" data-end=\"2213\">Competitiveness and fairness: two sides of the same coin<\/strong><\/p>\n<p data-start=\"2215\" data-end=\"2289\">A competitive economy cannot be built without a general sense of fairness.<\/p>\n<ul data-start=\"2291\" data-end=\"2491\">\n<li data-section-id=\"k44fec\" data-start=\"2291\" data-end=\"2354\">When an investor feels opportunities are equal\u2026 they invest<\/li>\n<li data-section-id=\"qzqekk\" data-start=\"2355\" data-end=\"2413\">When a citizen feels effort is rewarded\u2026 they innovate<\/li>\n<li data-section-id=\"mjkn6m\" data-start=\"2414\" data-end=\"2491\">When a young person feels their future is in their hands\u2026 they take risks<\/li>\n<\/ul>\n<p data-start=\"2493\" data-end=\"2521\">But when fairness is absent,<\/p>\n<p data-start=\"2523\" data-end=\"2631\">the economy turns into: relationships instead of merit, and limited opportunities instead of an open market.<\/p>\n<hr data-start=\"2633\" data-end=\"2636\" \/>\n<p data-start=\"2638\" data-end=\"2717\"><strong data-start=\"2638\" data-end=\"2717\">What is needed to turn competitiveness reports from diagnosis into reality?<\/strong><\/p>\n<p data-start=\"2719\" data-end=\"2749\">We need three decisive shifts:<\/p>\n<ol data-start=\"2751\" data-end=\"3156\">\n<li data-section-id=\"1vklq54\" data-start=\"2751\" data-end=\"2859\">Turning recommendations into commitments<br data-start=\"2794\" data-end=\"2797\" \/>Not just advice, but time-bound goals with accountability<\/li>\n<li data-section-id=\"xk87v8\" data-start=\"2861\" data-end=\"3014\">Linking government performance to competitiveness indicators<br data-start=\"2924\" data-end=\"2927\" \/>Every ministry should be measured by how much it improves the economic environment<\/li>\n<li data-section-id=\"1v33b94\" data-start=\"3016\" data-end=\"3156\">Engaging society and the private sector<br data-start=\"3058\" data-end=\"3061\" \/>Competitiveness is not built through centralized decisions, but through broad partnerships<\/li>\n<\/ol>\n<hr data-start=\"3158\" data-end=\"3161\" \/>\n<p data-start=\"3163\" data-end=\"3177\"><strong data-start=\"3163\" data-end=\"3177\">Conclusion<\/strong><\/p>\n<p data-start=\"3179\" data-end=\"3252\">The problem is not in the vision\u2014though it is important\u2014but in execution.<\/p>\n<p data-start=\"3254\" data-end=\"3324\">Egypt does not suffer from a lack of ideas, studies, or even ambition.<\/p>\n<p data-start=\"3326\" data-end=\"3373\">What it suffers from is something more complex:<\/p>\n<p data-start=\"3375\" data-end=\"3444\">A gap between what we know\u2026 what we declare\u2026 and what we actually do.<\/p>\n<hr data-start=\"3446\" data-end=\"3449\" \/>\n<p data-start=\"3451\" data-end=\"3487\">This leads to the critical question:<\/p>\n<p data-start=\"3489\" data-end=\"3550\">Do we want reports to remain mirrors reflecting our problems?<\/p>\n<p data-start=\"3552\" data-end=\"3597\">Or tools through which we change our reality?<\/p>\n<hr data-start=\"3599\" data-end=\"3602\" \/>\n<p data-start=\"3604\" data-end=\"3636\">Competitiveness is not a luxury\u2026<\/p>\n<p data-start=\"3638\" data-end=\"3702\">It is a condition for survival in a world that waits for no one.<\/p>\n<p data-start=\"3704\" data-end=\"3764\">Nations do not fall behind because they do not know the way,<\/p>\n<p data-start=\"3766\" data-end=\"3803\">but because they hesitate to walk it.<\/p>\n<hr data-start=\"3805\" data-end=\"3808\" \/>\n<p data-start=\"3810\" data-end=\"3825\">My question is:<\/p>\n<p data-start=\"3827\" data-end=\"3934\">If we know what we want,<br data-start=\"3851\" data-end=\"3854\" \/>if we have clear visions,<br data-start=\"3879\" data-end=\"3882\" \/>and if Egypt possesses the capabilities and talents\u2014<\/p>\n<p data-start=\"3936\" data-end=\"4049\">Why don\u2019t we move with the required efficiency, at the right time, with the lowest cost, and the highest quality?<\/p>\n<hr data-start=\"4051\" data-end=\"4054\" \/>\n<p data-start=\"4056\" data-end=\"4075\">From my experience\u2026<\/p>\n<p data-start=\"4077\" data-end=\"4123\">It is the political management of the country.<\/p>\n<p data-start=\"4125\" data-end=\"4170\">Everything ultimately comes back to politics.<\/p>\n<hr data-start=\"4172\" data-end=\"4175\" \/>\n<p data-start=\"4177\" data-end=\"4215\">It is not a complex chemical equation.<\/p>\n<p data-start=\"4217\" data-end=\"4320\">We have a societal agreement embodied in a constitution that separates powers\u2014yet we do not respect it.<\/p>\n<p data-start=\"4322\" data-end=\"4450\">It affirms the possibility of peaceful transfer of power and the move toward empowering a decentralized society\u2014yet we avoid it.<\/p>\n<p data-start=\"4452\" data-end=\"4539\">We have successful experiences that we drift away from, and failed ones that we repeat.<\/p>\n<hr data-start=\"4541\" data-end=\"4544\" \/>\n<p data-start=\"4546\" data-end=\"4589\">It is time to speak honestly, not to clash.<\/p>\n<p data-start=\"4591\" data-end=\"4674\" data-is-last-node=\"\" data-is-only-node=\"\">It is time for Egypt to rise\u2014both for During the era of former president Hosni Mubarak he was called The Rationalist in the National Democratic Party NDP because his political calls and demands were consistent to a great extent with calls for political and democratic reform in Egypt. He was against extending the state of emergency and objected to the National Democratic Party's unilateral constitutional amendments during the January 25, 2011 revolution. He played a very important political role when he defended, from the very first beginning of the revolution, the demonstrators' right to call for their demands. He called on the government to listen and respond to their demands. Consequently and due to Dr. Badrawi's popularity, Mubarak appointed him as the NDP Secretary General thus replacing the members of the Bureau of the Commission. During that time, Dr. Badrawi expressed his political opinion to Mubarak that he had to step down.
