In the second half of the nineteenth century, at the height of Khedive Ismail\u2019s efforts to present Egypt as a modern state moving in step with Europe, a representative council was established. In reality, however, it was not a parliament in the full political sense of the word.<\/p>\n
It was not the product of free elections, nor did it possess genuine legislative authority. It was closer to a political fa\u00e7ade designed, in part, for an external audience\u2014a reassuring message to the world that Egypt was \u201cspeaking the language of its age.\u201d<\/p>\n
In its origins, that council was form without substance<\/strong>.<\/p>\n But history, often contrary to the intentions of those who shape it, does not stop at its beginnings.<\/p>\n Over time, as its members encountered the ideas of debate, representation, and accountability, the form began to acquire a substance that had never been intended for it.<\/p>\n Members began to speak not as subordinates, but as representatives.<\/p>\n Questions began to replace applause.<\/p>\n Objection began to replace silence.<\/p>\n And so, slowly, the picture changed: what had been created as political decoration became the seed of a genuine parliamentary experience, with all its strengths and shortcomings.<\/p>\n This is not historical romanticism. It is a documented reality:<\/p>\n Many political institutions around the world were not born democratic. They learned democracy over time.<\/strong><\/p>\n From here, drawing a connection to the present becomes not only legitimate, but necessary.<\/p>\n Today, many Egyptians view the current parliament as an institution with limited independence and weak representation\u2014closer to disguised appointment than to free choice.<\/p>\n At its core, this is neither an unfair accusation nor political grandstanding. It is a realistic reading of a distorted political context in which the public sphere has receded, politics has weakened, and hope has narrowed.<\/p>\n But the more important question is not:<\/p>\n How was the parliament created?<\/strong><\/p>\n It is:<\/p>\n What can it become?<\/strong><\/p>\n Power may establish an institution to improve its image,<\/p>\n but it cannot, by itself, determine what that institution will ultimately become.<\/p>\n The transformation from form into substance does not happen by decree. It emerges through the slow accumulation of three forces that no authority can fully control:<\/p>\n Time, awareness, and practice.<\/strong><\/p>\n Time alone can expose falsehood or consolidate truth.<\/p>\n Public awareness, when it observes rather than merely mocks, becomes a quiet but effective force of pressure.<\/p>\n And practice is the responsibility of those who sit beneath the parliamentary dome: to decide whether they are merely employees performing a political function, or representatives of a society that suffers, endures, and waits.<\/p>\n Egyptian history itself teaches us that parliaments do not begin with strength, nor are their powers granted all at once.<\/p>\n Powers are quietly claimed\u2014through questions, objections, and the recording of positions, even when those positions may appear merely symbolic at the time.<\/p>\n For positions that do not change a decision today may change an awareness tomorrow.<\/p>\n It is a mistake to place our hopes in the intentions of those in power.<\/p>\n But it is also a mistake to bury hope on the grounds that everything has already been taken away.<\/p>\n Real hope does not lie in the quality of appointments.<\/p>\n It lies in the possibility of political disobedience within the boundaries of the law<\/strong>: in a representative who moves from being merely appointed in practice to actually representing people; in a parliament that moves from being a space of silence to a space of speech; from a rubber stamp to an arena for genuine debate.<\/p>\n History tells us clearly:<\/p>\n Sometimes, those in power are compelled to create a form, only to discover that society has given that form a spirit of its own.<\/strong><\/p>\n We are not required to falsify reality, beautify it, or sell cheap illusions.<\/p>\n But we are required not to close the one door that history always leaves slightly ajar:<\/p>\n the door to the slow, stubborn transformation from decoration to substance.<\/strong><\/p>\n Because democracy, in the end, does not enter through the wide-open doors\u2026<\/p>\n It slips in through the cracks.<\/strong><\/p>\n I still have hope.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":" In the second half of the nineteenth century, at the height of Khedive Ismail\u2019s efforts to present Egypt as a modern state moving in step with Europe, a representative council was established.
