The new republic… and high hopes
\nLife wisdom says that repeating the same thing in the same way and expecting different results is a path to failure.
\nEgypt has lived through different eras since the 52nd Revolution, around which circumstances have changed, and there are many ways to get out of the dilemmas of poverty, ignorance and lack of freedoms to varying degrees, as well as violations of citizens\u2019 rights with political or social selectivity. But careful observation shows that we were going around in circles of social, political and economic trends that recognized each other and did not finish any of them, nor did we reach the finish line in any of them! Most of the time, things change, so we start over from scratch and go back to what we went through before, waiting for different results!! In fact, we argue on the same issues sometimes, with the same grounds, since the beginning of the twentieth century. And if we read what Imam Muhammad Abdo, Professor Al-Akkad, Dr. Taha Hussein and Dr. Zaki Naguib Mahmoud or the leaders of thought and culture over the years in freedoms, the relationship of religion with the state, education, knowledge, social justice and other matters. ?!!<\/p>\n

The scourge of Egypt is the unsustainability of implementing solutions with a tendency to treat the symptom and not the disease as an escape from facing the reality that needs courage, perseverance, sustainability, responsibility and passion to change.
\nLet me start that all solutions must be motivated by political will and participation from the community, which will not happen without an understanding leadership, and a sustainable political orientation for a period of time that allows influence.
\nSo the beginning comes from politics and the style of governance. No revolution will occur in any nation without a political leadership that is aware of the reality of reality and has solutions to overcome its difficulties. It has the intellectual depth that makes the masses part of the solution and not its problem.
\nAnd because I see the opportunity to lead the country these days, which is characterized by courage in confronting chronic problems, and does not protect corruption, and does not accept low performance, and because I feel that there is a serious movement in launching the concept of the new republic after the stage of focusing on infrastructure, in the direction of humane economic development sustainable, respects the rights of citizens, I, as a positive citizen, would like to make my opinion based on my accumulated experience, over the years, and suggest a number of main pillars, which we must adhere to for a period of time that allows laying the foundations of modern Egypt..
\nThere are ten main directions that we must strive to achieve, and I will mention here seven of them. Within the framework of the new republic, we must not forget that we aim in the end for the well-being of society, individuals and families, and strive for their happiness, and completely eliminate poverty, ignorance and disease.<\/p>\n

The first of these pillars is steadfastness on the political system to rule the country, regardless of the ideological name, allowing the selection of the most efficient and effective, with transparency and accountability. This should be done gradually, in a scheme that allows building the capabilities of citizens, creating new leaders, ensuring the institutionalization of governance and the transfer of power without chaos, and not allowing a group or group to waste freedoms or tyranny in power in the future.
\nIn this context, we must define the identity of the modern civil state and consolidate its concept among the new generations.<\/p>\n

The second pillar: is to bring about a cultural and behavioral change in the society\u2019s conscience through the gateway to education, culture and media, and to adhere to clear policies to deal with youth to build a broad base of citizens who can actively participate in development.
\nThis means placing the axis of human development, including education in all its sections, culture, media, youth and health care, in a file that can be dealt with, and in it, in a coherent framework to achieve what we aspire to in creating the Egyptian citizen healthy in body and mind, educated, technologically empowered, enlightened, creative, The official, who is proud of his country\u2019s history and cultural identity, passionate about building its future, aware of the importance of regional and global communication, and able to compete in all fields.
\nWe must have a clear policy of development, innovation and entrepreneurship by advancing research and development. All directions for policy formulation related to the economic, social and cultural development of any country are based on a scientific analysis of the current positions of science and technology policies, from which to the future, science and technology represent a forum for all the policies that determine the future of every nation, and at the same time they are the effective tool for achieving them. It seems clear that a nation that possesses a well-established digital scientific and technological base will be able to meet the challenges, by harnessing all that is new in science and technologies to serve comprehensive development.
\nIn this context, I have details with which the state can be supported, stemming from the vision of Egypt 2030, in which I had the honor to lead the education group in which it was commissioned by the state, and unfortunately, it was little implemented during the past five years.
\nThe third pillar: is to make a structural change in the Egyptian economy, with the aim of stimulating, sustaining and balancing growth, while creating employment opportunities.
\nIt is worth mentioning that human development will not be able to reach its goals without accompanying its programs with economic plans that increase wealth, eliminate poverty and open up work areas for citizens.
\nAchieving balanced and sustainable growth associated with increasing employment opportunities must be accompanied by giving some priority to the disadvantaged groups of the population without affecting the balance of the state budget, in order to accelerate the achievement of an economic rate of 7% to 8% on average annually for fifteen consecutive years. This is something that can only be achieved by sustaining policies, convincing the people of them, and respecting their philosophy, without retreating or deviating from them with a short-term political goal under the pressure of some group of the people.
\nThe balanced growth of the economy in this way and this ratio on the other hand is also not possible without the completion and expansion of the infrastructure and public utilities so that they can accommodate this growth, especially the roads<\/p>\n

Transportation, ports and airports, justice in a perfect application of the law… Above all, the development of the human being who is able to bear the burden and opportunity for development and who is outside an effective educational system that serves this development.<\/p>\n

The fourth pillar: is administrative reform and changing the pattern of governance and digitalization in all institutions, with the gradual implementation of decentralization.
\nThe fifth pillar includes preserving the environment for future generations, while sustaining the provision of clean energy and water to the growing needs of the Egyptian people.<\/p>\n

The institutional and intellectual reform of the judiciary and law enforcement institutions (the police) is the fifth pillar that must be focused on.<\/p>\n

The new government must consider developing, revitalizing and supporting the effective role of civil society, and respecting citizens’ rights as its sixth pillar.
\nSince we are in a race between development and the number and quality of the population, the seventh pillar must be controlling the growth, quality and distribution of the population.
\nThe question is, do we have clear policies and possible implementations of all of what you mentioned?
\nAnd the answer is…yes…
\nOf course, no one has all the solutions, but I sought and communicated with experts in every field, then documented opinions, and I am happy to share them with everyone.
\nPerhaps the government and society\u2019s participation in proposing alternatives, in an effective dialogue that everyone may benefit from, is the safest way, but we have to understand that after making decisions, everyone must commit to implementation.
\nIn fact, the accumulation of experiences and the peaceful circulation of authorities, without demolition or chaos, is the best way to sustain any policy or application.
\nI can be certain that Egypt possesses human capabilities, professional competencies, and striking power from its youth who are ready to learn and train, which guarantees it, in one decade, to occupy its position at the forefront of developed countries.

Consequently and due to Dr. Badrawi's popularity, Mubarak appointed him as the NDP Secretary General thus replacing the members of the Bureau of the Commission. During that time, Dr. Badrawi expressed his political opinion to Mubarak that he had to step down. He had to resign from the party after 5 days of his appointment on February 10 when he declared his political disagreement with the political leadership in dealing with the demonstrators who called for handing the power to the Muslim Brotherhood. Therefore, from the very first moment his stance was clear by rejecting a religion-based state which he considered as aiming to limit the Egyptians down to one trend. He considered deposed president Mohamed Morsi's decision to bring back the People's Assembly as a reinforcement of the US-supported dictatorship. He was among the first to denounce the incursion of Morsi's authority over the judicial authority, condemning the Brotherhood militias' blockade of the Supreme Constitutional Court. As a politician, Dr. Hossam Badrawi was known for his independent stances. His integrity won the consensus of all people from various political trends. During the era of former president Hosni Mubarak he was called The Rationalist in the National Democratic Party NDP because his political calls and demands were consistent to a great extent with calls for political and democratic reform in Egypt. He was against extending the state of emergency and objected to the National Democratic Party's unilateral constitutional amendments during the January 25, 2011 revolution. He played a very important political role when he defended, from the very first beginning of the revolution, the demonstrators' right to call for their demands. He called on the government to listen and respond to their demands. Consequently and due to Dr. Badrawi's popularity, Mubarak appointed him as the NDP Secretary General thus replacing the members of the Bureau of the Commission. During that time, Dr. Badrawi expressed his political opinion to Mubarak that he had to step down. He had to resign from the party after 5 days of his appointment on February 10 when he declared his political disagreement with the political leadership in dealing with the demonstrators who called for handing the power to the Muslim Brotherhood. Therefore, from the very first moment his stance was clear by rejecting a religion-based state which he considered as aiming to limit the Egyptians down to one trend. He considered deposed president Mohamed Morsi's decision to bring back the People's Assembly as a reinforcement of the US-supported dictatorship. He was among the first to denounce the incursion of Morsi's authority over the judicial authority, condemning the Brotherhood militias' blockade of the Supreme Constitutional Court.
